Why are there less deaths caused by Covid-19 in Germany?

Hi, so far about 3000 people died in Germany because of Coronavirus / Covid-19 while more than 15000 in France, 18000 in Spain and even more than 20000 in Italy. Why so?  Is it only because Germany test more than other countries or are there other reasons?
